September and October 2013
1) On September 23rd, we met with Toronto City Staff, the MOE, Councillor de Baeremaeker, Rob Messervey with the KRCA, STORM, Earthroots and the RCCAO regarding a motion that we drafted in March 2013 and that was passed by Toronto City Council in July 2013 (attached). Some Toronto staff are reluctant to entertain a regulatory by-law that would incorporate a mandatory material management plan for excess Toronto Construction Soils. However, a staff report will be compiled and presented to council as soon as December 2013.
2) LCCW met with The Township of Scugog on September 18th, 2003. The Mayor indicated that they have no position as yet on GFL’s proposal to clean the the Earthworx site and fill it again, as the Township is awaiting further direction from the MOE on what to do about the existing situation.
As a result of this meeting, LCCW drafted another letter to Mr. Fumerton, We have not received any correspondence from Mr. Fumerton regarding our August 1st comments pertaining to the Earthworx site.
3) We formed a coordinated citizen groups task force back at the end of June 2013. The group’s name is The Ontario Citizens Soil Regulation Task Force (OCSRTF). We had our second meeting on September 9th and will be having another meeting on October 8th in Aurora. I have attached a draft of asks we will be presenting to our various MPPs once we have agreed on the final version.

July and August 2013 Updates
LCCW submitted comments regarding two separate Whitchurch Stouffville large fill site-alteration applications
LCCW comments regarding the Earthworx site were submitted to the MOE’s York Durham District office
Work continued on the development of the new LCCW website.
Our Motion for Toronto City Council regarding the management of Toronto’s excess construction soils was passed by the City of Toronto in July 2013.
LCCW’s legal opinion regarding aerodromes and applicability of fill by-laws was referenced by the City of Burlington and Whtichurch Stouffville with regards to large fill operations operating in those jurisdictions.

June 2013 Updates
LCCW’s meeting with the Mayor and Scugog Staff for June 25th regarding the Earthworx site was cancelled and re-scheduled for September.
Our comments to Dave Fumerton re: the GFL proposal for the Earthworx Site are currently being edited.
LCCW attended a meeting of 9 citizen groups on June 27th and are trying to develop a list of recommendations that we can take to industry and the province.
LCCW attended the OSSGA rehab tour workshop on June 24th and made a presentation to Gravel Watch re: fill issues and aggregate pits on June 23rd.
LCCW gave two deputations in Whitchurch Stouffville and are providing written submissions regarding 2 large site-alterations, one involving the importation of 14 million cubic metres of fill over a 25 year period to supposedly restore a gravel pit to farmland.
LCCW will be presenting to Uxbridge council on July 15th re: fill issues.
LCCW working to complete our updated website. We are hoping it will be a helpful resource for both planning authorities and citizens.
July 9th, LCCW attended the Greenbank Airport PLC meeting. More concerns regarding GFL soil were discovered resulting in further correspondence between LCCW and the MOE’s York Durham District Office.
